Disabling open_basedir will require root access to the server.

Login to WHM.
Scroll down till you find the Security Menu in the menu.
In the security menu there should be Tweak Security.
Upon clicking this you should see Php open_basedir Tweak, click configure.
Find your domain and put a tick next to it.
Save, and your done!
